Westminster Bridge Light

This ornate street lamp was photographed on Westminster Bridge, near Big Ben, the houses of Parliament and the London Eye. Apart from the great style and gold details the painted side of the lamps caught my eye and made me wonder why this side of the street lamps are painted. I suppose there could be many reasons why this has been done. Anyone care to guess or find out why for me?
